Almost every website you’ll see these days (including every site with a forum) runs off a database that contains all the necessary information -- organization of forums and topics, contents of posts and PMs, and so on.
And of course, every webmaster has access to the contents of his/her database.
So yes, if I really wanted to I could snoop into your PMs. (Obviously I have no reason or desire to do this unless I become aware of some major problem -- illegal activity, one member harassing others, something like that. I believe I’ve looked at two PMs in the whole history of the site.)
