The actual keyword to decipher the clue is Keyword and when deciphered the message reads:

It is an old cipher called the KEYWORD cipher so by replacing a letter with another letter you can figure out the message. with q being the first letter you replace every q with a t and so on and so forth. a mistake was made with the 2nd letter but it would obviously be the. I Have friends wirth knowledge of such ciphers, just like cops get tipped off about crimes and criminals.

I believe I know but will wait a few minutes for the clue, 2 things caught my eye: 1 thing in the message incognito left and one other thing that struck me as odd. If I feel the clue toward his indentity matched the person I believe he is I will post my guess.
