Apply.
PM or start a thread or post on a cc thread about it to apply there, and some deliberation will probably take place, before you are accepted.
You must PM tOO or AC with an application to request to be part of their group, telling them why they should consider you as a member, then they will (I assume) talk about it and vote you in or out. |
