Run Boromir, Bearer of Council and Answer to All Riddles instead of Frodo.

Remove (13):
Aragorn, King in Exile
Aragorn, Elessar Telcontar
4x Swordarm of the White Tower

Nine Fingered Frodo and the Ring of Doom
Hard Choice
1x Sleepless Dead
1x Cursed of Erech
1x Athelas
Drawing His Eye

Add (10):
3x Aragorn, Driven By Need
1x Anduril, Flame of the West
2x Banner of Westernesse
3x Spectral Sword
1x Blade of Gondor

32 cards is about right for a Wraith deck. Give the Banners to your Wraiths. When they win, heal Aragorn. Use Aragorn to get rid of the superfluous threats that add up. The best part is, if you don't have this Aragorn, you can find the King starter decks for about $4 online. And you can just cut the three Desert Lords from the Shadow side to even it out.

And a copy or two of Elessar's Edict is pretty helpful against archery. Good luck!
