You cannot start Theoden, Tall and Proud with Eomer, Third Marshal of Riddermark.

I suggest starting Eomer, Third Marshal of Riddermark with Eowyn, Lady of Rohan. At worst, she can protect Eomer from taking too many wounds. Don't forget Rohirrim Helm, Rohirrim Shield, and other great healing/wound prevention cards.
