I don't know if cards like No Stranger to the Shadows are X-ed in expanded, but otherwise Gandalf's Hat and Out of the High Airs is a pretty good combination. Just make sure you use Out of the High Airs before you use Gandalf's Hat.

Add Radagast and Radagast's Staff. Of, Last Throw if you are putting Gandalf into a [Gondor] deck.
