Well, Reflections opened up the most new possibilities.

I use a few cards from Mount Doom, but I don't really like the set in general for the points you raised. It seems like Elves got astronomically better, Hobbits were given a huge bump that they wouldn't see again until Scourging of the Shire, and the power card got banned.

If I liked Elves (I don't) then what about FotR?! Double Shot and Legolas, Greenleaf? Or even RotK. Still Needed is nasty and Legolas, Fearless Marksman couples very nicely with Glimpse of Fate and Brooding On Tomorrow.

Anyways, my favorite would probably be FotR because that's when I started playing and most of the cards worked well. In Movie Block, I still think LotR is one of the most balanced card games I have ever played.
