Edit:

Conceptually, you could bid three, which is three net burdens with Pippin, Hobbit of Some Intelligence and The Prancing Pony. It is dangerous territory if you don't grab Sam, Son of Hamfast early, but you could consider The House of Elrond for a possible site three burden removal.

Anyways, for a move to site two, a net for Aragorn, Heir to the White City isn't all so bad.
