Again, this is how this card reads:

Make a mounted man strength +1 for each mounted companion. The rules of course state that if the man is not mounted, then you get a +0 bonus.

But the action is not completed. Also, if said companion is skirmishing a man, tack on a strength +2 and damage +2 bonus. This part is entirely irrelevant as to whether or not the companion, or any other companion, is mounted. In fact, it's based solely on the minion you are facing.

I read this as a 'strength +1 per mounted companion if mounted' card for or [sometimes 'and'] a 'strength +2/damage+2 against a minion card' for . The latter part has no qualifier or requirement. It's just a 'bonus.'
