I wouldn't use Black Marshal in an enduring nazgul deck.  That card is more effective in a morc or morc-archery deck.  There are better ways to exert nazgul and with better results (RE: BNaP), and Morgul Gates is more effective at reducing the cost of each nazgul anyway, since you don't have to have a nazgul in play to use it, unlike BM.
