Deckbuilding Challenge

So I was thinking about the Red Book of Westmarch and the Bilbo, Bearer of things Burgled and thought, you could use his ability to draw just about as many tales, and some other cards, as you want in the regroup phase.  You would need a few copies of Songs of the Blessed Realm in play to clear the burdens you are adding and would need to be able to play some elf tales to activate SotBR. 

Perhaps another part of the plan would be to discard your whole deck with Beneath the Mountains and then restock it with something like Preparations. 

Anyway, was wondering if anyone had any ideas about how to make something like this work, or if it has any chance of being effective.  Don't know that it does, but thought it was an interesting idea.
