Does a card's twilight cost need to be paid when transferring that card using a cards game text?    (previous discussion)

Option 1: (initially favored ruling)
No.

Option 2:
Yes.

I don't think there needs to be any discussion about this. From the rules:

If an effect can transfer a card to another "eligible
bearer," you must obey that card's requirements on
both what may bear it and when it may be
transferred. When a card is transferred in this way,
you do not pay its twilight cost.

From the Rabbit Stew discussion, we know that the only time you need to pay the card's cost to transfer is when you are using the game rules to do so in the fellowship phase. Therefore, option 1.

Good catch.   You're right, there is no need for a clarification on this one.
