Discussion #17:

Can Bilbo, Bearer of Things Burgled be used to play Nine Fingered Frodo and the Ring of Doom during regroup phase?  (previous discussion, previous discussion, previous discussion, previous discussion)

Option 1: (initially favored ruling)
No. Events can only be played out of their normal phase if the event itself says otherwise.

Option 2:
Yes. Because Bilbo's text says "play a tale", that allows Nine Fingered Frodo and the Ring of Doom to be played outside of the skirmish phase.
