Trackers

Hi,

The trackers I use indicate "The roaming penalty of each orc is -1", "The site number of each orc is -3". Question: Does this -1 in roaming penalty apply for the 1st tracker I play or does it only apply to the succeeding orcs I play?

For example, if at site 4, I play Orc Ambusher ... do I pay 3 twilight (then -1 roaming penalty for each succeeding sauron orc i play) or 2 twilight because of his game text?

Orc Ambusher costs three and the subsequent guys are minus one.
