Shadowplay vs. Saruman, Black Traitor

"Each time" vs. "when" has been asked a ton of times before, but I still haven't seen a convincing rules argument to go either way.

Debate away.

Since both cards have optional responses to the same trigger, we would follow the "action procedure". The Free Peoples player would be able to respond first.

There is no difference between the "timing" of "Each time" vs. "When".
"Each time" is used when referring to something could happen more than once while the card is in play.
"When" is used when referring to something could only happen once while the card is in play.

Agreed. They're both optional actions triggered when Saruman comes into play: it follows the action procedure.
