Starting Fellowship Q

You cannot have: Faramir, Captain of Gondor; Madril, Defender of Osgiliath; Ithilien Ranger; and Halbarad, Ranger of the North.  Cause it seems like it might work however I'm pretty sure there is some rule preventing it.  The starting fellowship would be 3 for Faramir, 1 for Ithilien Ranger, -1 for Madril, and 1 for Halbarad.  SO what I'm asking is if it's possible to have negative twilight cost.

You could start captain of gondor, strider, defender of osgiliath, ranger of the white tree x3, and gondorian prowler x3.  Oh yeah 9 companion starting fellowship!
