So the card Held says that when Frodo makes it to site 9, he's corrupted.  However, it fails to specify any site 9 or just fellowship.  It would make sense that it's any site 9 as the card appeared in the towers set.  Does this mean I can move throw the entire game and not have that card corrupt me if I'm using king sites?

It is any site 9. There is a clarification in the rulebook.
