Start Faramir, Captain of Ithilien with Madril, Defender of Osgiliath. And Isildur, Bearer of Heirlooms for the Ring-Bearer.

Four copies of Ithilien Blade and Aragorn's Bow, Ranger's Longbow are really the only weapons you need. And Narsil, Blade of the Faithful.

Four copies of Citadel of Minas Tirith and four copies of What Are They? should do the trick.
