Gimli and two Dwarf Guards in a starting fellowship would be too good in your proposed errata.
But it's also dependent on having available tales to spend. I haven't seen a FOTR block shadow deck that doesn't pack at least some kind of condition removal, Saruman's Power notwithstanding.
First of all, the only viable condition removal in Fellowship block was
Saruman's Power and
Shadow's Reach. Maybe you could add
Stricken Dumb, but
Beauty is Fading is terrible.

doesn't have any condition removal and most people who play

prefer to save those precious exertions for other things. Just an observation.
To completely restock a hand means you'd have to have several Tales on the table, which means you've devoted turns and resources to playing those tales that could have been spent playing other Free People's cards, not to mention the slots those tales take up in your deck.
The most precious double move is from seven to nine. It isn't that hard to drop a few

tales and then use that to your advantage and run. It's not like
Till Durin Wakes Again is helpful after site 5 in FotR (and site 4 in Movie).
Just because a card could be powerful doesn't mean that it's bad.
This part, I agree with; however, I disagree with the idea of making the new flagship Gimli character via this dream card. This card should have
some use--about as much use as an uncommon Gimli character would--but not completely overtake the format. Most of the suggestions to this point have been the "premier Gimli" variety.
I understand that it is natural (and pretentious) to think
my dream card is the best for what the group wants to accomplish, but I still think that is the case. None of the other suggestions have really "wowed" me as a solid uncommon card that would see play.
Of course, and I remind you, I think that the original
Gimli, Dwarf of Erebor is a pretty solid card in specific decks...
