Why are foil rings priced so high? Is it because they are a novelty item that people tend to hold onto/want more or is it because they are printed less?

Novelty, except for the case of The One Ring, Answer to All Riddle (foil). That foil went through a few printings but one of the major printings turned out horribly so they just packaged a smaller set of foils with the shiny bubbles.
