Unfortunately, both PayPal and eBay do have a time limit on when you can initiate the dispute relative to the purchase/sale date. Furthermore, the dispute will close out immediately unless it is elevated at least one level. Not a single PayPal/eBay employee will even see the dispute claim until it is elevated at least one level. Regardless of whether the buyer or seller is working with me, I always raise it that first level so the case will stay open and won't time out after the purchase (I think it is 90 days for some reason, but it could be 60 or even 30).

I have no problem serving as a reference for jonobgood, who did post our transaction on eBay for the additional buyer protection for me (which I did appreciate). That said, in the case of sales, the seller always assumes the risk if the cards do not arrive. I would recommend a full refund if it did (eventually) to that; however, I do not want to meddle in your affairs.

In the future, possibly on large purchases, the buyer could consider a tracking option that the seller's country's Postal Offices provide. Also keep in mind that international shipping, particularly to South America, Asia, and sometimes Australia*, can sometimes take up to six weeks. Of course, if the cards are returned to the seller, this can be even longer.

I know it can be frustrating to wait for cards for that long, but that is one of the "joys" of online trading and selling. Best of luck to you two in the resolution of this transaction. Obviously, I hope itjunkie gets the cards!

Again, and to reiterate, I did complete a purchase with jonobgood that went just fine. In the spirit of keeping an open trading forum with translucency, jonobgood did contact me during the negotiations and let me know that he was a former member of CobraCards that had a transaction or two that did not go well. As the purchase I was making was rather large (for me, that is), I suggested making the purchase through a personal auction on eBay which jonobgood happily complied with. I know some other people on this site have asked me how my transaction with jon went and so I did want to share that here as well.
