This site is a Sanctuary.

This is really cool. The only problem with it is that you need to be behind on the site path to play it as sanctuary healing takes place "at the start of the fellowship phase." Of you would have to use cards like Pathfinder (or any number of cards in standard) to get sites out early.

It would be huge if you added a clause like, "You may exert two Elves to play this condition during the regroup phase." Granted, that cuts two of your five heals, but that way if you stop at a site, you can then gain its benefits for the next turn.

It could be huge into forcing people to double move to nine if you use it at site seven or even eight.
