Skirmish: Exert Arwen and spot a Ranger to make a roaming minion unable to use skirmish special abilities till the regroup phase in a skirmish involving a Ranger.

I'd prefer the subtitle "Bride of Elessar." I mean, she was Aragorn's Queen in the Tolkien-esque male-dominated society way (oh, wait...also modern male-dominated society). But she was the queen of everyone!

I think having her spot roaming minions has her fit a little too well with some of Ithilien Blade ranger stuff. The second part is great though, but it would be worded:
Exert Arwen and spot a Ranger to make a roaming minion unable to use skirmish special abilities until the regroup phase.

Since you didn't specifically state a minion skirmishing Arwen, you don't need the second part.

for a horse is a little steep...but this horse is pretty good. I think gets the job done and just a one resistance boost.

While you can spot Eomer, Garulf is strength +2.
Response: Each time Garulf kills an minion heal him.

I would use this guy in every deck because I could start him with Eomer and he'd be stronger than Eomer. I'll be honest in that I don't know why a guy who gets killed by the Uruk-Hai is stronger than Eomer...

I'd have him a twilight strength 5 resistance 5 Rohirrim companion with badass gametext. Maybe lose the Eomer part because it makes him stronger than Eomer.

While you can spot a Man with twilight cost 3 or more, Garulf is strength +1 and resistance +1.
Each time Garulf wins a skirmish involving an minion, exert him to discard that minion.
