Here are explanations of some other issues (taken from the draft), for consideration in the list:
---
The following covers wording oddities:
• Official: "If an assigned minion subsequently becomes unassigned as a result of a card's game text (e.g. a triggered ability), it is not a leftover minion and is not eligible to be assigned by the Shadow player."
• Addition: "If an assigned minion subsequently becomes unassigned as a result of a card's game text, it is not eligible to be assigned again."
Closes reassignment to the Free Peoples player as well (e.g. in a situation with
Desert Runner killing a companion).
• Official: "If a card is discarded when it comes into play, ignore any effects triggered when it comes into play."
• Addition: "If a card is played as a cost of an action, and that card is discarded when it comes into play, the effects of that action are ignored."
In the case of costs/effects, I wouldn't consider the effects to be "triggered" by anything; they're just a step that happens after costs are paid and responses are finished. Intent here is to clarify the scope of the original ruling (e.g. for
Northern Ithilien).
• Official: "When a unique card is in play and currently active, you cannot play another card that has the same title."
• Change: "When a card is in play and currently active, you cannot play another card that has the same title if either one of them is unique."
Closes a situation where
Mumak Commander, GAtS can be played after
Mumak Commander.
• Official: "If the total strength of one side is more than the strength of the other side (but less than double), the side with the most strength wins that skirmish."
• Addition: "Skirmish winners and losers are declared after strength totals are compared."
Straight out covers an overwhelm situation.

Other rulings:
• As the Free Peoples player, you get the first opportunity to perform an optional action responding to each new trigger.
Another interpretation is that, starting from the first trigger, you keep alternating on optional actions right through successive triggers.
• Game text that begins with "Discard…" is performed only when that card is played.
Clarifies what happens when
Shadowfax GotM is transferred. This issue is linked to
Watcher in the Water, Many-Tentacled Creature (compare to
Watcher in the Water, Keeper of Westgate).
• Effects are performed in the order listed in the card's game text.
It might be advantageous to use a different order (e.g. with
Gorgoroth Swarm).
• If the costs and requirements of an action are paid, and the source card is discarded before the effects are performed, the effects are still performed.
• If an action is preceded by a trigger, and the source card leaves play before the action can be performed, that action is not performed. Exception: If an action is triggered by the source card leaving play, that action is still performed.
Clarifies the performance of actions when the source card is no longer in play. Given that Decipher ruled the
Corsair Marauder situation works, not to mention the
Theoden TaP example, I'm wondering if the second might be reversed.
• A killed character immediately leaves play. That character is not placed in the appropriate dead pile or discard pile until all actions triggered by that card leaving play have resolved.
Clarifies the "transit time" of a killed character (e.g. with Sam's ability and threats triggered).
• A player loses the game if his Ring-bearer is killed, and he does not have another character to carry on as the Ring-bearer after both players pass on responses to the Ring-bearer being killed.
Clarifies when Sam's ability must be used.
• The default wound(S) placed on the characters of the losing side is a required action triggered by losing the skirmish. If a character is overwhelmed, killing that character is a required action triggered by losing the skirmish.
Clarifies the timing of cards triggered by winning/losing a skirmish.
• If the last character of one side is killed before strength has been totaled, actions triggered by the character being killed happen before actions triggered by winning or losing the skirmish.
Clarifies whether "killed" and "won/lost" responses are triggered simultaneously in this situation (e.g. with
YaLaaT and
Slag Mounds).
• When stacking a card from hand or draw deck, do not reveal that card until after it has been stacked.
It might be advantageous to know what card you're stacking where (e.g. when using
Suspended Palaces).
