This would stop the choke Aragorn in fellowship that almost everyone plays (I think - does it count as an ability if it doesn't have a bold phase action?)

Nope. Heir to the White City would remain unhindered. However, if the text said something like remove game text (as with Starglass), then all instances of Aragorn would be affected.

#3 is my favorite.

You do realize that with 1 copy of this in play, one could make a #$&*@! of a corruption deck with Dunland or even Isengard Men. :)

I didn't realize the absence of cultural support, neither did ket. But with cultural support, it's my favorite.

5.
(0) The Weight of a Legacy [Sauron]
Event * Response
If a [Gondor] Man loses a skirmish involving a [Sauron] Orc, you may make the Free People's player discard the top three cards of his or her draw deck.
This a very good Fellowship block card. Limited, but nothing inherently wrong with that, and it's still less limited than the original. I might make the event do more, however, say cost [1] for discarding the top 5 (but you're obviously not changing the twilight cost... so I might just go with straight 4 or 5). I also like how milling captures the flavour of a weight on your shoulder.

4.
(0) The Weight of a Legacy [Sauron]
Condition
To play, exert a [Sauron] minion.
Bearer must be a [Gondor] Man. Bearer is strength -1 for each burden you can spot (limit -3).
This ought to be limit 1 per bearer. Otherwise, it's okay, but it's not my favourite. I don't like it nearly as much as #1.

3.
(0) The Weight of a Legacy [Sauron]
Condition * Support Area
Each time a Free Peoples Man is played, the Free People's player must add a burden or discard two cards from hand.
This is fairly good, but discarding 2 cards from hand is not always a bad thing (for example, when you want to cycle, or when you have no cards). I would go with your gut feeling for #1 and make it mill instead.

2.
(0) The Weight of a Legacy [Sauron]
Event * Maneuver
Exert a [Sauron] minion to discard a tale or possession.
I see discarding tales here, but not so much possessions. I like the concept and it's a good spell, but I think it needs a stronger flavour connection. (Artifacts, for example, have much more of a "legacy" about them than possessions, but then you probably ought not to go around discarding artifacts—but imposing penalties for them is fair game).

1.
(0) The Weight of a Legacy [Sauron]
Condition * Support Area
When you play this condition, you may spot three [Sauron] minions to discard an artifact.
Skirmish: Discard this condition to make a [Sauron] or [Wraith] minion strength +1.
I think this is my least favourite. There isn't any connection between the two abilities, and I certainly don't see where [Wraith] minions come in here. I'd be more tempted to make a card that deals with artifacts, such as "Each companion skirmishing your [Sauron] Orc is strength -1 for each artifact he or she bears (or strength -2 if that companion is a [Gondor] companion)."

This thread seems to be dead but ill post anyway.
I like hrcho's idea. I dont think its overpowered. If they use Aragorn they will certainly have Athelas to get rid of it perhaps next turn. And since it only costs an exertion I think it will be play-worthy

Speaking of flavor, all men in the Middle-earth had some kind of legacy. Surely Hama was proud of being a rohirrim. HE wouldnt want to betray the legacy of being a Horse-Lord. The Rangers of Ithilien at the time of the War of the Ring were well known for their defence of Gondor's  borders, and if they failed it would be even worse, so: str -2. And well Aragorn is the most important heir in the ME hence str -3
